Wondering how you would deal with it on a practical level and describe what I have (tell me if more localization/i18n stuff makes sense in fedify).
We are using the Client-To-Server API and currently do 4 clients floss-payed-fulltime
(redaktor CMS, menschys mutual help and refugees, taxiteam [codename fck uber] and a thing for Public broadcasters )
After fedify gives us the assembled ActivityPub from the infinity of the internet we do expand it further.
Anything non-functional is a set all possible i18n things are language maps then.
If no language is given I wrote a thing to detect 852 languages.
Any user speaks „a set of languages“ (if not signed in they can switch main language and add more locales) …
